I've been using WebFaction.com for my website hosting for a few years now. They are stable, relatively quick and probably most important to me - they keep on the cutting edge technically. They are a great host for Django projects! I have also used TurboGears on WebFaction and that worked well. I would guess that they make for a good Ruby on Rails host too.
